Rob Portman (R-Ohio) will reintroduce a bipartisan energy efficiency bill, The Hill reports. Legislation will likely focus on research and development funding, building codes and incentives to improve energy efficiency in industry.
Senator David Vitter (R-Los Angeles), the top Republican on the Environment and Public Works Committee, introduced the bipartisan North American Wetlands Conservation Extension Act, which would reauthorize a program to protect and restore wetlands in all 50 states until 2017. The program expired at the end of fiscal year 2012, the committee said.
The House Natural Resources Committee's Subcommittee on Public Lands and Environmental Regulation will hold a hearing tomorrow on H.R. 657, the Rangeland Improvement Act, which its sponsors say would amend the Federal Land Policy and Management Act of 1976 to improve the management of rangeland leases and permissions. Grain Processing Corporation in Muscatine, Iowa, has agreed Canada Mobile Database to pay a $129,000 fine for violating the federal Clean Water Act, the EPA says. The agency said the company's violations included exceeding limits on biochemical oxygen demand, total suspended solids, temperature and pH; taking non-representative flow measurements; failure to perform sedimentation tests; and failure to maintain all facilities and control systems in good working order.
The Environmental Protection Agency has reached two agreements with Mark West Liberty Midstream & Resources and Laurel Mountain Midstream Robin Hill, which have agreed to improve operations at their natural gas production facilities in western Pennsylvania. Of the universities participating in the Carbon Challenge, four have already achieved their goals, as well as one hospital. Barnard College, the Fashion Institute of Technology, New York University, The Rockefeller University and New York Queens Hospital reduced emissions by an average of 33.3 percent and reduced energy use by 22 percent. In the past year alone, these institutions have reduced emissions by 86,000 tons of carbon dioxide and saved $19 million through lower energy costs, the mayor's office says.
The Fashion Institute of Technology became the first university to achieve the Carbon Challenge goal and continues to build on this initiative by installing its second green roof. NYU met its goal of reducing greenhouse gas emissions by 30 percent in 2011—six years ahead of its 2017 commitment date—through its combined heat and power plant, energy efficiency projects and campus-wide engagement campaigns. The country currently aims to reduce greenhouse gas emissions by 50 percent by 2016.
